EU Consent FAQ

This page is intended to help customers of the Quantcast Measure, Q for Publishers, Quantcast Advertise, and Q for Marketers products comply with Quantcast’s EU consent requirements.

Why does Quantcast require the customers of its services to obtain consent from EU-based individuals? 

To be consistent with EU privacy and data protection laws where they apply, Quantcast technology, such as tags or pixels, implemented on websites or apps requires the informed consent of users. As a third-party technology provider, Quantcast cannot itself provide the necessary information and request consent from users. However, the operator of the website or app on which Quantcast technology is implemented can provide information to users, as well as obtain their consent. As such, Quantcast relies on its customers to provide necessary information to consumers, obtain their consent where applicable, and ensure that Quantcast technology is only used with such consent.

What is the easiest way to comply with Quantcast’s EU consent requirements? 

The easiest way to comply with Quantcast’s EU consent requirement is to implement one of the many Consent Management Platforms (“CMPs”) that comply with the IAB Europe Transparency and Consent Framework (“TCF”). The TCF is a set of policy and technical standards developed by the IAB Europe for the purpose of providing information and managing user preferences regarding the collection and use of their personal data under the GDPR. Quantcast offers a free TCF-compliant CMP called Quantcast Choice.

How can I comply with Quantcast’s EU consent requirements using the IAB Europe Transparency and Consent Framework?

Quantcast’s services have integrated with the TCF, which means TCF-compliant CMPs can provide the information required to meet EU consent requirements applicable to Quantcast. TCF-compliant CMPs enable Quantcast technology to respond to user preferences based on the technical signals sent by TCF-compliant CMPs. 

Using a TCF-compliant CMP eliminates much of the complexity and work required to meet EU consent requirements. All a customer needs to do is select Quantcast as one of its vendors in the TCF-compliant CMP.

The IAB Europe publishes a list of providers that offer TCF-compliant CMPs. Quantcast also offers a free TCF-compliant CMP called Quantcast Choice.

What do I need to comply with Quantcast’s EU consent requirements if I don’t use the IAB Europe Transparency and Consent Framework? 

If you don’t use a solution that complies with the TCF, you can comply with Quantcast’s EU consent requirement by ensuring that a number of criteria are met. Specifically: 

  • You should inform users that third parties access cookies or other information stored on the user’s device and process personal data for personalized advertising and analytics purposes. 
  • You should explicitly mention Quantcast, or provide a link to a list that includes Quantcast as a third party that uses cookies and processes data for personalized advertising and analytics purposes, and provide users with a link to Quantcast’s privacy policy at www.quantcast.com/privacy/.
  • You should inform users about their right to withdraw consent and provide them with a mechanism to do so.
  • You should use appropriate tag management software, or other appropriate means, to prevent Quantcast tags or pixels from causing cookies to be used or personal data to be processed unless the user has given consent through an affirmative action.

How does Quantcast ensure customers comply with its EU consent requirements? 

Quantcast regularly conducts audits of customers’ websites to verify that its EU consent requirements are met. In the event that Quantcast discovers that a customer does not comply with Quantcast’s EU consent requirements we will work with those customers to assist them in coming into compliance. Where compliance cannot be achieved, Quantcast will stop providing services.
