The Virginia State Lottery operates several instant-win scratch-off games, as well as popular number games (Pick 3, Pick 4, and Mega Millions). More than half of the money raised from ticket sales is paid out in prizes; more than 30% goes to the state's general fund earmarked for public education. Unclaimed prize money, which has totaled more than $9 million a year, is used to build or renovate schools and help fund teacher retirement.
